| General Introduction | Guangdong Provincial Expressway Development Co., Ltd. (hereinafter referred to as the "Group") is a large-scale state-owned asset authorized management limited liability company established in accordance with the spirit of the "Yue Ban Fa [2000] No. 9" document issued by the provincial party committee and government after the institutional reform of Guangdong Province in 2000 and the decoupling of party and government organs from enterprises. Established on June 28, 2000, with headquarters in Guangzhou and a registered capital of 26.8 billion yuan. In accordance with the spirit of the "Restructuring and Reform Plan for Provincial Expressway Sector Enterprises" implemented by the provincial government in 2017, the group manages the investment, construction, and operation of highways under provincial jurisdiction, constructs five major sectors: "Highway investment, construction and operation, travel services and logistics, smart transportation, construction and design and supervision, and land and other supporting resource development", and establishes an intensive and flat organizational structure. At present, the group has 17 wholly-owned and holding companies, including 2 listed companies (Guangdong Expressway A+B, Guangdong Transportation H) and 4 resident enterprises in Hong Kong and Macao. There are a total of 195 enterprises within the consolidated financial statements and a total of approximately 65000 employees. As of the end of 2020, the total assets managed by the group were 681 billion yuan, and the asset scale and operating mileage of highways ranked among the top provincial-level transportation industries in China. The comprehensive strength remained stable among the top 50 Guangdong enterprises and the top 500 Chinese enterprises. Since its establishment, the Highway Investment, Construction and Operation Business Group has fully implemented the decisions and deployments of the central and provincial governments to expand domestic demand and ensure growth, continuously promoted supply side structural reform, and based on the overall situation of Guangdong's transportation infrastructure construction, actively participated in the construction of the Guangdong Hong Kong Macao Greater Bay Area, the "Transportation Power", and the "One Core, One Belt, and One Zone" in Guangdong, effectively playing its role as the main force in Guangdong's transportation infrastructure construction. During the 13th Five Year Plan period, a total of 251 billion yuan has been invested in highway projects, 34 provincial key projects such as the Nansha Bridge have been completed, and a total of 2803 kilometers of new highways have been opened to traffic.
